A locking window handle is exactly what it says on the tin. It is by definition, a handle that locks.

There are several different types of handles. For instance there are Cockspur handles that have a triangular spur that locks over the frame. There are also handles that use a spindles to move the espag/mechanism much like a upvc or composite door.
